WebMay 4, 2024 · Apr 23, 2024. #1. To start off I have already tried disconnecting all my USB devices as well as clean booting and uninstalling/disabling antivirus. I was able to safe boot with networking and the device manager wasn't constantly refreshing, where I then tried to update the drivers, but it said they were already up to date. WebDevice manager constantly refreshing. Open Software. Had this problem for a while, no clue how to fix it at this point. The closest I've gotten is narrowing it down to probably a service causing the problem, as launching a diagnostic startup seems to make it go away, but disabling all non windows services doesn't.

I would expect device manager to be very quick unless there was a pending plug and play install. Connected USB devices to powered USB hub. Uninstalled all USB devices in Device Manager. Ensured all drivers are up to date. Ran SFC. Ran virus and malware scans. Disabled AV.
